Yes — within reason. Hearing damage is cumulative and permanent, and the Noise Reduction Rating (NRR) tells you how many decibels a protector knocks down. A higher NRR buys more margin against loud impulse noise like gunshots. That said, a correct, sealed fit matters as much as the number — a 33 dB plug worn loosely protects less than a well-seated 26 dB one.
Sustained exposure above roughly 85 dB can cause gradual hearing loss. The decibel scale is logarithmic, so every few dB is a large jump in sound energy. A single gunshot runs 140–175 dB, and power tools easily clear safe limits — which is why protection isn't optional at the range or on a loud job site.
Passive earmuffs and plugs physically block sound by their NRR — simple and rugged. Electronic (Tactical) muffs block the same way, but add microphones that suppress harmful impulse noise in milliseconds while amplifying low-level sounds — so you still hear conversation and commands between shots.

Passive protection blocks everything equally, so you trade away situational awareness for simplicity.
Both work; the choice comes down to comfort and fit. For the loudest environments you can "double up" — plugs under muffs (dual protection). The ratings don't simply add together, but combining typically gains you roughly 5+ dB over the higher-rated item alone.
